I am not sure what you're asking for.

Can I convert total chloride value in a sample to chlorine.

There is probably some technology that could oxidize the chloride into chlorine gas. So probably, but I don't know.

Then what will the value of Total Chlorine in that sample

I don't understand. You could determine how many moles of chlorine gas could be made per liter of water, and you could probably determine what partial pressure of the atmosphere will be caused by chlorine gas...what are you asking?
