Does this mean that Albumin was placed into a total of 28 test tubes?

Yes.

What does the author of the project mean by the buffer solution for each PH Level? What is a buffer solution?

It's a solution of some sort of weak acid and it's conjugate base. When you pour acid into it, the conjugate base eats the acid, and when you pour base into it, the weak acid neutralizes the base. Therefore in a buffer there will be a fairly stable pH value which won't change much.

What does the author of the project mean by "after being centrifuged."

A centrifuge is a machine that spins test tubes really fast with their open ends facing the center. This process separates the components of a mixture, sorting them by density.

I do not get how the PH level was measured in this experiment (Go to the data/results page.) Does the spectrophotometer measure PH Lever?

I don't think the pH was measured. The pH was forced into a certain value by the choice of buffer.
